to the United States of America from entities not of the United States of
America are first repaid. No nation in the world shall be repaid what they
are owed by the United States of America until the United States of America
is repaid what it is owed by the nations of the world. So long as the United
States of America is concerned, all nations and entities will have what is
theirs, and nothing more.
The Federal government will no longer be a repository of private Citizen
and State funds. Though the Federal government reserves the right to
accrue debt to function, the Federal government will not do this, as it does
not have a means to produce capital to repay its debt. The Citizens and
States will provide support for the minimalist Federal government; however,
since the bulk of governing responsibility will be laid upon the States, the
Federal government will only acquire the necessary amount of funds to
function. These funds will come from the States of the Union. The Federal
government will no longer collect taxes with the intent to manipulate State
behavior. The Federal government will no longer collect taxes from one
State and hand over the money to another State. Money provided to the
Federal government by the States will be used to support the Federal
government’s running operations. Interstate operations will be dependent
upon the States involved with the action.
English
No language shall be illegal. The legal language of the United States of
America will be traditionally-spoken American English. As the Declaration of
Independence and the Constitution of the United States of America were
originally penned in no language but English, English shall be the only
legally binding language.
Legal or binding documents need not be in any language other than
English. Any document that is in any language other than English will not
be legally binding in any way. Though not all Citizens are required to speak
English, any Citizen who does not speak effective English will not be allowed
to participate in the administration or reception of any legal aid or activity.
Just as the Constitution was written to be understood by common
Citizens of the United States of America, the laws of the United States of
America will be written to be understood by common Citizens of the United
States of America. Written text and digital formatted copies of Federal law
will be in at least two cities in every State and Territory, and one of these
cities must be the capitol of that State or Territory. Congress and the
President will no longer be the only voice in the passing of Federal law.
Since the Federal government does not govern groups or individuals who do
not reside in a State or Territory, a simple majority of State governors must
also pass a bill to make it a law. Governors of Territories of the United
States of America will be afforded a vote in Federal law only in the event of
a tie from the State Governor’s vote. In the event of a tie between the
Territories, the bill shall not become a law.
Self-Sufficiency
Once all of the external forces acting within the United States of America
have been repelled and defended against, the United States of America may
become truly independent. This may prove somewhat difficult at first, but it
is the resolve of the Statesman and individual ambition that makes one
independent. True independence will not come from a collection of
dependant entities but a collection of cooperating independent entities. All
of the States will cooperate to ensure the longevity and prosperity of the
United States of America. The States will have complete rule of their lands.
The Federal government will no longer be a tax repository for the States, but
it will be the representative of the States to the rest of the world. The
States will work together in the Federal government by way of Congress.
The States will resolve Constitutional and interstate conflicts by way of the
Supreme Court. The States will be represented to the world through the
office of the President of the United States of America.
The Federal government will maintain a military suitable to the defense
of the United States of America; the foreign interests, however important or
unimportant, must defend themselves. This military will be made up and
supported by Citizens of the States. Each State will also maintain its own
separate militia to protect the State’s interests within itself.
Agriculture
The United States of America will produce agricultural sustenance for
itself. No sustenance will be exported to any nation outside of the United
States of America or imported from any nation outside of the United States
of America. What is made by the United States of America is not for the
world, but for the United States of America. Each person and each family
will be promoted to tend to their own lands and gardens, but mainstay
agricultural strengths will remain the most integral part of the independence
of the United States of America. To produce one’s own food is to be
independent from the nourishment of others.
Fuel
The United States of America will provide itself with the fuel to maintain
the economy and the livelihood it deserves. The United States of America
will actively pursue fuels alternative to traditional fossil fuels, but will not
shy away from further exploration and exploitation of any readily available
fuel. The exportation or importation of fuel to sustain any activities within
the United States of America or any other nation will not be conducted. The
United States of America will be promoted to pursue alternate methods of
trafficking people and goods as well as overall efficiency of movement to
better utilize produced fuel.
Provocation, Defense, and Retribution
The United States of America will not offensively pursue any violent act
against any nation or country. It will never be the intent of the United
States of America to force a behavior or belief on any other nation. Only in
the interest of all of the current States, of the time in question, will any
other nation have the opportunity to become a territory of the United States
of America. Only territories which have proven their worth and want to be
part of the United States of America will be considered to be allowed into
the Union as a State.
The United States of America will only assault an entity if provoked. In
the manner of defense, provocation does not have to be a successful attack
or physical approach. The United States of America will not shy from
preemptively striking an entity in any legit effort to protect the Citizens of
the United States of America. The defensive operation will only be
conducted to stay an attack against the United States of America.
In the event of retribution, the United States of America will not hesitate
to utilize its entire arsenal of conventional and non-conventional weapons
and tactics to obliterate the offending entity. The lands of any harboring or
participating nation in any attack against the United States of America will
be scorched, the waters will be boiled, and the sky will be exploded. The
easiest way to eliminate one’s enemy will be to cause the enemy to attack
the United States of America in any physical, economical, logistical, social
way, or any other manner that may harm the interest of the United States of
America. Retaliation by the United States of America against any attack will
be swift and absolute. There will be no remaining physical proof of a society’
s existence on the Earth. Absolute destruction of the offending entity will
take place. The United States of America will destroy the world before the
world destroys the United States of America.
The decisions of the United States of America will not be governed or
influenced by any external body. Legitimacy is the concern of the United
States of America and no other group or individual; for the United States of
America is an independent entity and will decide upon its own the course
that it will take.
